- Promoting ethical conduct, transparency, and accountability.
- Ensuring all staff, volunteers, and partners understand and uphold these standards.
- Responding promptly, fairly, and effectively to all safeguarding concerns.
2. Scope and Application
This policy applies to all individuals associated with DFYN Foundation, including:
- Employees (full-time, part-time, temporary, and contract staff).
- Volunteers and interns.
- Board members and trustees.
- Partners, including NGOs, corporations, and community organizations.
- Contractors, consultants, and service providers.
- Visitors and guests at our facilities or events.
All aforementioned persons must sign an acknowledgment of this policy and complete mandatory
safeguarding training.
3. Definitions of Key Terms
- Child: Any person under the age of 18 years.
- Vulnerable Adult: A person aged 18 or over who may be unable to protect
themselves from abuse or harm due to disability, age, illness, or other circumstances.
- Abuse: Physical, emotional, sexual, or financial mistreatment, neglect, or
exploitation.
- Exploitation: Taking advantage of a beneficiary for personal, sexual,
financial, or reputational gain.
- Harassment: Unwanted conduct that violates dignity or creates an intimidating,
hostile, or offensive environment.
- Safeguarding: Actions taken to protect beneficiaries from harm and promote
their well-being.
4. Child Protection Standards
DFYN Foundation is fully committed to protecting every child we encounter. The following standards
apply:
- All staff and volunteers working with children must undergo background checks (including
criminal record checks).
- No person with a conviction for child abuse or any violent offense may work with our
organization.
- At least two authorized adults must be present during any activity involving children.
- One-on-one contact with children in private settings is prohibited.
- Physical discipline, corporal punishment, or any form of violence against children is strictly
forbidden.
- Children must never be left unsupervised with a single adult.
- Appropriate sleeping arrangements must separate adults from children (no co-sleeping).
- Transportation of children must have at least two authorized adults present.
5. Vulnerable Adult Protection
DFYN Foundation extends the same level of protection to vulnerable adults. Standards include:

6. Prohibited Conduct — Zero Tolerance Offenses

authorities, and potential prosecution:
- Sexual abuse, exploitation, or harassment of any beneficiary, staff, or volunteer.
- Sexual activity with any person under 18 years, regardless of local age of consent laws.
- Exchange of money, employment, goods, or services for sex.
- Physical abuse, including hitting, slapping, pushing, or excessive force.
- Emotional or psychological abuse, including threats, humiliation, or isolation.
- Neglect, including failure to provide adequate food, shelter, medical care, or supervision.
- Child labor or forced labor.
- Trafficking of persons for any purpose.
7. Anti-Harassment Policy
DFYN Foundation maintains a zero-tolerance policy against harassment. Prohibited harassment
includes:
- Sexual Harassment: Unwelcome sexual advances, requests for sexual favors,
offensive remarks about gender, or creating a sexually hostile environment.
- Workplace Harassment: Bullying, intimidation, offensive jokes, slurs, or
derogatory comments based on race, ethnicity, religion, disability, age, or sexual orientation.
- Power Harassment: Misuse of authority to intimidate, degrade, or control
subordinates.
- Cyber Harassment: Offensive messages, threats, or sharing private information

Any person who experiences or witnesses harassment should report immediately. Retaliation against
reporters is strictly prohibited.

- Media exploitation: Using images or stories of beneficiaries without informed consent or for
inappropriate gain.
10. Photography, Video, and Media Consent
To protect beneficiary privacy and dignity, DFYN Foundation requires:
- Written consent from parents/guardians for any child's image or story.
- Written consent from vulnerable adults or their legal representatives.
- No identifying information (full names, addresses) published without explicit consent.
- Respect for refusal — any beneficiary may decline photography at any time.
- No photography of children in states of undress, distress, or vulnerable positions.
- Use of images only for legitimate organizational purposes (fundraising, awareness, reporting).
- Secure storage of all media files with access limited to authorized personnel.
11. Event Safety Procedures
For all DFYN Foundation events involving beneficiaries, children, or vulnerable adults:
- A designated Safeguarding Officer must be present.
- First aid and emergency contact information must be readily available.
- Attendance registers must be maintained.
- Safe pick-up and drop-off procedures must be established.
- Event venues must be risk-assessed for safety hazards.
- No alcohol or illegal substances permitted at beneficiary events.

12. Reporting Procedures — How to Raise a Concern
If you experience, witness, or suspect any safeguarding violation, you must report it immediately
through any of these channels:

13. Investigation Process
Upon receiving a safeguarding report, DFYN Foundation will:
- Acknowledge receipt within 24 hours (if contact information provided).
- Appoint an impartial investigator (trained in trauma-informed practices).
- Protect the reporter and alleged victim from retaliation or further harm.
- Conduct a confidential, fair, and timely investigation (typically within 14-30 days).
- Take interim protective measures (e.g., suspending the alleged perpetrator pending

14. Whistleblowing Protections
DFYN Foundation encourages and protects whistleblowers. We guarantee:
- Confidentiality: Your identity will be protected to the fullest extent
possible.
- Non-Retaliation: No adverse action will be taken against anyone who reports in
good faith, even if the report is unsubstantiated.
- Support: Access to counseling and support services if needed.
- Protection: Any retaliation against a whistleblower constitutes a serious
disciplinary offense, up to termination.
Malicious or false reports made with intent to harm will be treated as misconduct.
15. Ethical Fundraising Practices
DFYN Foundation is committed to ethical fundraising and donor relations:
- No donor or potential donor will be harassed, coerced, or manipulated.
- Fundraising communications will be accurate, transparent, and not misleading.
- Donor intent will be respected; funds will be used as designated.
- Beneficiary stories used in fundraising will protect dignity and privacy.

16. Volunteer and Staff Responsibilities
All staff and volunteers must:
- Read, understand, and sign this Safeguarding Policy before commencing work.
- Complete mandatory annual safeguarding training.
- Report any safeguarding concerns immediately, no matter how minor.
- Not put themselves in situations where allegations could be made (e.g., alone with a child or
vulnerable adult).
- Refrain from excessive physical contact with beneficiaries.
- Never give personal contact information (phone, email, social media) to beneficiaries.
- Never meet beneficiaries outside of authorized activities.
- Model appropriate behavior and language at all times.
17. Recruitment and Vetting Standards
DFYN Foundation implements rigorous recruitment procedures to prevent unsuitable persons from
working with beneficiaries:
- Mandatory criminal background checks for all staff and volunteers working with children or
vulnerable adults.
- Verification of identity, qualifications, and previous employment references.
- Specific questions about any previous safeguarding violations or disciplinary actions.
- Interview questions addressing attitudes toward safeguarding.
- Probation periods during which conduct is closely monitored.
18. Partnerships and Third-Party Safeguarding
All partners, contractors, and third parties working with DFYN Foundation must:
- Adopt safeguarding standards equivalent to this policy.
- Provide evidence of their own safeguarding policies and procedures.
- Train their personnel on safeguarding requirements.
- Allow DFYN Foundation to conduct safeguarding audits.

19. Record Keeping and Confidentiality

- Not shared outside the organization except as required by law or with consent.
- Maintained in a manner that protects the identity of reporters and alleged victims.
20. Liability and Legal Safeguards
DFYN Foundation shall not be liable for any safeguarding violation committed by a staff member,
volunteer, or partner contrary to this policy. However, the organization may be held liable for
systemic failures (e.g., failure to investigate, retaliating against reporters). Individuals who
violate this policy are personally liable for their actions and may face civil or criminal
prosecution under Nigerian law.
21. Breach Consequences
Any person found to have violated this Safeguarding Policy will face:
- Staff/Volunteers: Immediate termination or dismissal, permanent ban from future
involvement, and referral to law enforcement.
- Partners: Immediate termination of partnership agreement and reporting to
regulatory authorities.
- Legal Action: Civil or criminal prosecution under Nigerian laws, including the
Child Rights Act and VAPP Act.
- Listing: Name may be shared with safeguarding databases to prevent future NGO
involvement (where legally permissible).
22. Governing Law
This Safeguarding, Ethics & Child Protection Policy is governed by the laws of the Federal Republic
of Nigeria, including but not limited to:
- Child Rights Act 2003.
- Violence Against Persons (Prohibition) Act 2015.
- National Agency for the Prohibition of Trafficking in Persons (NAPTIP) Act.
- Discrimination Against Persons with Disabilities (Prohibition) Act 2018.
23. Policy Review and Amendments
This policy will be reviewed annually by the Board of Trustees or more frequently as needed.
Amendments become effective upon posting on our website. All personnel will be notified of
significant changes and required to re-acknowledge the policy.
